Evolution of the standard

The standard should only be evolved by unanimous agreement. Each stakeholder is legally and functionally indepdendent so it is necessary to achieve agreement on everything. Thus any proposals brought forward need to keep usage of the standard mutually beneficial for all stakeholders.

The need for an open forum

There will be an open and publically accessable forum in which to bring proposals, discuss their merits and take decisions. All satkeholders and the public should have access to disucssion forums and any supplementary material so that they can contribute appropriately. Any changes to the governance need to be made unanimously.

There will be facilitation of synchronous and asynchronous discussions. Asynchronous discussions are facilitated through GitHub’s discussions, attached to the repository. This is a threaded conversation model that operates in the open where users can respond using a free GitHub account. Synchronous discussions can be suggested by any stakeholder and will be facilitated by the Secretariat in an appropriate discussion forum. These discussions will be open and availiable to memebers of the public, with details and joining instructions published to the discussion board prior to the meeting, and minutes published there after. Synchronous discussions will be ad hoc and organised on demand.

Implementation of changes

If proposals put forward in discussions are unanimously agreed, it will be the job of the Secretariat to update the documentation respoitory accordingly.
